Aim and Scope
Each issue of the IEEE Journal on Selected Topics in Electromagnetics, Antennas and Propagation (JSTEAP) targets a selected topic for which a Call-for-Papers has been published. These Call-for-Papers are published on the JSTEAP website. Manuscript submissions not related to the Call-for-Papers will be rejected as being out of scope. In addition, all submissions must be submitted as directed in the Call-for-Papers.
Manuscript Review
All submissions are reviewed by referees selected by the Guest Editors of the respective JSTEAP selected topic your manuscript has been submitted to. Manuscripts are evaluated on the basis of their significance, novelty, and usefulness to the JSTEAP readership.
The papers in this journal are peer reviewed in accordance with the requirements set forth in the IEEE PSPB Operations Manual (sections 8.2.1.C & 8.2.2.A). Each published article is reviewed by a minimum of two independent reviewers using a single-anonymous peer review process, where the identities of the reviewers are not known to the authors, but the reviewers know the identities of the authors. Articles will be screened for plagiarism before acceptance.
IEEE, AP-S, MTT-S and ComSoc take very seriously author misconduct, including plagiarism and multiple submissions. The IEEE policies governing the response to such misconduct are described in section 8.2.4 of the IEEE Publications Services and Products Board Operations Manual. In addition to the IEEE policies, pre-publication author misconduct, such as double-submission or plagiarism, will result in rejection of the manuscript(s), and a minimum 6 months ban on submissions to fully owned AP-S, MTT-S and ComSoc publications by the author(s).
Authors' previously published or to-be-published work, material which has been previously copyrighted, published, or accepted for publication will not be considered for publication in JSTEAP. Exceptions to this rule include an author's prior publications that have had limited distribution, have been printed in abstract form only, or have appeared in conference records or digests. All papers are considered on the basis of their individual merit alone, and the fact that a paper may have been accepted for presentation at a conference does not ensure its acceptance for publication in JSTEAP. In many cases, a conference paper must be substantially revised to meet the technical standards maintained by JSTEAP. A manuscript identical to or largely based upon a conference paper must be so identified. Please refer to IEEE's policy on originality of content for more detailed information on the use of previously-published work as the basis for a JSTEAP submission. Authors should also be aware of the IEEE Policy on Electronic Preprints.
All papers must be written in English. Authors should strive for maximum clarity of expression, bearing in mind that the purpose of publication is dissemination of technical knowledge and that an excessively complex or poorly written presentation can only obscure the significance of the work described. Care should be taken in the organization of the paper, such that a logical and consistent progression of thought is evident. It is strongly suggested that theorems, derivations, calculations, and other elements of a paper which are not essential to the continuity of the text be placed in Appendices. Authors with language difficulties should, whenever possible, obtain the assistance of a colleague fluent in English before submitting a manuscript for publication.
Papers are to be submitted via IEEE Author Portal to the respective JSTEAP special issue and the Guest Editors team handling the issue. See the Call for papers of the respective call.
Manuscript Length and Format
Manuscripts submitted to JSTEAP should be concisely written and should not exceed 12 double-column single-spaced pages (10-point font size, 1-inch margin on all sides) including the title, names of the authors and their complete contact information, abstract, index terms, text, equations, figures, tables, appendices if any, and all references. Figures and tables should be placed along with the text, rather than at the end of the paper. Official templates can be accessed in IEEE Template Selector (LaTeX and Word). You will need to click “IEEE Template Selector” and follow the instructions for the template you need. Revised manuscripts are limited to 15 pages. On an exceptional basis the first submission can also be 15 pages with prior permission from the Editor-in-Chief.
Ethics
All IEEE authors are expected to adhere to IEEE's publishing ethics, including the definition of authorship, the appropriate citation of sources, the accurate reporting of data, and the publishing of original research. Visit the IEEE Author Center to learn more. All articles submitted for publication should be original and not under consideration elsewhere; if your article is based on a previous publication such as a conference proceeding, cite the original publication and clearly indicate how the articles differ. Contact the Editor-in-Chief with any questions on publishing ethics.
Artificial Intelligence Policy
The policy for the use of artificial intelligence (AI) by authors and reviewers can be found in section 8.2.1 of the IEEE Publication Services and Products Board Operation Manual, subsections B article 10 and subsection C article 6, respectively.
Open Access
JSTEAP is 100% open access, so that all content is freely available without charge to users or their institutions. All articles are published under a CC BY 4.0 license, and the author retains copyright. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, or use them for any other lawful purpose, as long as proper attribution is given.
Open access is provided through the payment of an article processing charge (APC) paid after acceptance. APCs are often financed by an author’s institution or the funder supporting their research.
The articles in this journal are peer reviewed in accordance with the requirements set forth in the IEEE PSPB Operations Manual (sections 8.2.1.C & 8.2.2.A). Each published article was reviewed by a minimum of two independent reviewers using a single-anonymous peer review process, where the identities of the reviewers are not known to the authors, but the reviewers know the identities of the authors. Articles will be screened for plagiarism before acceptance.
Corresponding authors from low income countries are eligible for waived or reduced APCs.

Article Processing Charges
The Article Processing Charge (APC) for papers submitted in 2025 is USD $2075 per article, plus applicable local taxes. IEEE members receive 5% discounts. These discounts do not apply to undergraduate and graduate students.
Information about IEEE's Low and Lower-middle Income Country Program is available here Some institutions offer assistance for open access funding. Check our institutional partners list to see if yours is one.
Submission
All articles must be submitted to the IEEE Author Portal for JSTEAP.
Submission
If your article is accepted for publication, you will receive emailed instructions regarding your next steps. You may be asked to upload final production-ready files. Shortly after final files are uploaded, you will receive your article proofs for final review, along with instructions on how to review your proofs and submit any corrections. Please note that major changes to your article, including the list of references, are not permitted after the article is accepted for publication. Please contact the Editor-in-Chief if you have any doubts about whether a modification you wish to make is appropriate.
